Guest-parliament Juist, Germany
The island of Juist counts 1.500 inhabitants and is visited each year by about 113.000 tourists. Tourism is the only industry on Juist. However, this makes ist also the biggest emitter of CO2.
Because of the increasing emissions, the associated warming and the rising of sea levels the danger of floodings and storm tides for the inhabitants and visitors of Juist is rising. The vanishing of the German Wadden area also means the vanishing of living space for several animals and plants.
At the same time the competitive pressure on Juist because of the increasing international competition is rising. That's why Juist has to secure the tourism industry as industry and source of income. At this occasion the focus should lie of the changing demands and interests of inhabitants and tourists in order to implement measures to achieve climate neutrality.
The main of the project is to improve the destination from the perspective of visitors and keep it more attractive in the long run. Current topics concerning the tourism development of the island, especially measures to reduce CO2 emissions, should be discussed with the guest parliament. By building an guest parliament the visitors are integrated into the decison making procedures of the ongoing destination and product development. The guest parliament consist of 10 representatives of the Juist-visitors and are being choosen by specific procedures.
The development of the guest parliament and the close participation of the visitors is an innovative step to a higher participation of the visitors which can be a role-model for other destinations. The project aims at development a manual for the transfer of the guest parliament concept to other destinations or organisations.
The project is to be implemented in several phases:
Phase 1: Implementation of a three-day pilot-guest parliament on Juist in October 2014 as well as an intense exchange between the attendants and the representatives of the Juist community. Implementation of the recommendations.
Phase 2: Implementation of a three-days guest parliament on Juist in October 2015 taking into account the feedback from the pilot event in 2014, improvement and optimization, moderation by an external moderator, implementation of the recommendations. Evaluation of the first project phase.
Phase 3: Implementation of the three days guest parliament on Juist in October 2016 taking into account the feedback from former project phases. Implementation of recommendations. Evaluation of the second project phase and development of a manual for the transfer of the projects to other destinations/organisations.
